Another reason is that certain courses are intended to be gatekeepers for majors or professions that have a lot of student interest, well beyond the numbers of students that can have a career in the subject. I’m primarily thinking of pre-med courses here. There will always be way more people who want to be doctors than there are openings in such careers. In Europe, they do the screening for this when you apply to university, but that doesn’t work in the American system, because you get into the school, not the school/major combination.
