Even in schools that “track” students, we still teach and report the scores of all of the children. Very few are eligible to opt out of testing. Many are only allowed to opt out for a short portion of time. That third grader who comes in speaking no English and never having learned to read? He doesn't have to take the reading portion of the test, for one whole year. The next year, he has to sit for it and take it. That score is reported to the state. Spoiler alert, he didn't pass.
